Stephen is accused of speaking blasphemous words against Moses and God (Chapter 6,11) and against the holy place and the law (Chapter 6,13).

Yes, for Moses foretold in his farewell speech to the people of Israel:
Your fathers have persecuted and killed the prophets over and over again!
