In John 3:3 we find the expression "born anew" and Peter uses in his first epistle the word "born again":
“Jesus answered and said to him, Verily, verily, I say unto you, Except any one be born anew he cannot see the kingdom of God” (John 3:3).
“Being born again, not of corruptible seed, but of incorruptible, by the living and abiding word of God” (1 Peter 1:23).
Being born again or being born anew does not simply mean to be born once more. It is a ‘new birth’ and that implies, that something new is emerging, a new creation (2 Corinthians 5:17). Believers are therefore new men and we see the essence of the new man in the life of the Lord Jesus.
In the New Testament, the word "regeneration" only appears twice. It refers to the introduction of an entirely new state. We clearly see this in Matthew 19:28.

The term "regeneration" here characterizes the new state that will be introduced when Christ appears in glory to establish the Thousand Year Reign of Peace.
In Hebrews 2:5, this is suggested as "the habitable which is to ".
How entirely different conditions on this earth will then be is described to us in Isaiah 11 and other verses in the Scripture.
The second occurrence of the word is found in Titus 3. Here we learn that, in a spiritual sense, a completely new state has already been introduced.
As a means to partake in this state, according to Titus 3:5, is "the washing of and of the Holy Spirit".
If someone believes the gospel, then he has life from God and is born again. However, as a believer, he is not alone. There are many believers, and they all act differently, think differently, feel differently than unbelievers.
They follow the rules that God has given them, for example “and be to one another kind, compassionate, forgiving one another, so as God also in Christ has forgiven you.” (Ephesians 4:32).
They have been made suitable for a new order, which the grace of God has led them into.
